This is an illustrative deployment scenario. It is not a case study, describes no named customer, and contains no results, dates or measurements. The situation

A gate that cannot prove who is inside

The safety officer's problem is not the induction itself. It is the evidence.

A shutdown or a fit-out brings crews from several contractors, each with its own subcontractors, and each worker is supposed to have completed a site induction, hold a valid trade licence and carry a current medical certificate. In practice the induction is a talk in a room when someone is available, the licence is a photocopy in a file, and the permit to work is a paper form signed by whoever was at the gate.

Two things follow. When an auditor asks who was inducted, on what and when, the answer takes days to assemble and is never complete. And when an evacuation happens, nobody can say with confidence who is inside the fence, under which principal contractor, or where.

The rule to enforce is simple: the badge does not open the turnstile until the record says it should.

Register the crew, not just the worker

The contractor enrols each worker against a principal contractor and a work area, so the hierarchy is recorded from the start. Trade licences and medical certificates are uploaded at the kiosk or in advance, and their expiry dates are captured rather than filed.

Induct at the gate, in the worker's language

The induction plays full screen with a separate audio track per language, followed by an assessment drawn from a question bank so that two workers do not sit the same paper. PPE for the work area is acknowledged on screen.

Issue a badge that means something

On a pass, a badge prints carrying the worker, the contractor, the work area and a QR code that security can verify by hand. On a fail, the worker is sent back through the induction rather than waved past, which is the whole point of putting the control at the gate.

Attach the permit to work

Hot work, work at height and confined-space entry carry their own permit, issued against the badge and the area, so the gate can distinguish a general induction from an authorisation for a specific task on a specific day.

Open the turnstile locally

The access decision is taken on the kiosk and sent to the Wiegand controller or relay wired to the turnstile, so the gate keeps working when the network does not. Expired licences and lapsed inductions are refused at the same point.

Produce the roster on demand

Who is inside, under which contractor and in which area is a live list at the gatehouse, printable during an evacuation even with the link down, and exportable afterwards as the audit record.

For the safety officer, evidence stops being a project. Every induction, assessment result, PPE acknowledgement and permit is timestamped against a named person as a by-product of the gate being used, so an audit question is answered from a report rather than from a filing cabinet. Expiry becomes a control instead of an oversight, because a lapsed licence is refused at the turnstile.

For the worker, the induction happens where they already are, in a language they read or hear, and the badge that follows is the thing that opens the gate. There is no waiting for a session to be arranged, and no ambiguity about whether they are cleared.

For security, the shift changes from judgement to verification. The list of who is inside is on a screen at the gatehouse rather than in the memory of whoever was on duty, and it prints during an evacuation whether or not the network is up.
